Greater Manchester Joint Waste Development Plan

The Joint Waste Development Plan outlines the number of new waste management facilities needed in Greater Manchester by 2020.

It also details potential sites across Greater Manchester, including Rochdale borough, where we could build these new facilities.

We teamed up with the other 9 other authorities in Greater Manchester to create a joint waste plan for the whole of Greater Manchester.

The plan was adopted on 1 April 2012 and makes up part of the Core Strategy for our Local Plan.

New waste sites identified in Rochdale borough

The waste development plan identifies 3 sites in the borough for potential waste management facilities. These are:

  • Heap Bridge Industrial Estate, Heywood
  • Sparth Industrial Estate, Rochdale
  • Rhodes Business Park, Middleton

Why we need new waste sites

To dispose of our waste in a more environmentally friendly way, we need a number of new waste management facilities for recycling, composting, treating and collecting waste.

Greater Manchester is the largest producer of waste in the North West and traditionally, we have relied mostly on landfills to dispose of this waste.
