Pre-application planning advice and charges

If you'd like some advice or help with a planning application, you can contact us before you apply. By contacting us, you'll receive a faster response and be in with a better chance of submitting a valid application which meets all policies and requirements.

We charge for most types of our pre-application advice but the Planning Portal have FREE planning application guidance which you may find useful.

Apply for pre-application planning advice

To apply for pre-application advice:

  1. Complete the request for pre-application advice form below. Please include details of the proposed works, a site location plan, photographs and drawings of your proposal. Please provide as much information as you can to help us provide the best possible advice to you. 
  2. Ring 0300 303 8873 to pay the charge by card, if required. You can view our charges below. 
  3. If you're applying for premium advice please contact us using the details on this page to help us prioritise your request.

Types of pre-application advice

We offer 2 types of pre-application advice. Standard pre-application advice or premium advice for a faster service.

If you're submitting a request for standard pre-application advice you must provide sufficient detail and information. This is to allow us to properly assess your proposal and for us provide a substantive response. In return we will provide you with the following:

  1. Within 1 week of receiving your request and payment we will acknowledge receipt of your request, inform you of the name of the planning officer dealing with your request and advise you of any additional information required.
  2. Within 6 weeks of receiving your request and payment the planning officer will provide you with written advice or if a meeting is applicable will carry out an unaccompanied site visit and contact you to arrange a meeting. They will also , carry out relevant consultations, if required.
  3. If a meeting is applicable, the planning officer will co-ordinate attendance from other specialists if required and discuss the details of the proposed development.
  4. Within 15 working days of the meeting the planning officer will provide written advice to include:
    • Identification of key planning policies and constraints which may affect the proposed development.
    •  A broad assessment of whether the principle of the proposed development and its detailed layout or design is acceptable or not.
    • An indication of factors which require further investigation or could lead to the development being refused planning permission.
    • An indication of matters which may need to be addressed by a Section 106 legal agreement and/or planning conditions.
    • Validation requirements for any future planning application.
    • Any recommendations relating to pre-application community involvement.

Need fast premium advice? If you're applying for advice for certain types of developments, you can pay an additional 25% of the charge listed to get the same standard advice but faster. This means you can meet us within 10 working days and get written advice within 10 working days of the meeting.

  • Change of use of buildings with a floor space between 500 square metres and 1,000 square metres, or on sites between 0.5 hectares and 1 hectare.
  • Single wind turbine or telecoms mast with mast height exceeding 15 metres.

  • The provision of building(s) exceeding 1,000 square metres gross floor space.

  • Development requiring Environmental Impact Assessment.
  • Minerals and applications involving waste.
