Rochdale Borough Council was the second of 13 investigations and public hearings carried out by the
Independent Inquiry into Child Sexual Abuse (IICSA), previously known as the Goddard Inquiry.
IICSA was set up in 2014 "to investigate whether public bodies and other non-state institutions have taken seriously their duty of care to protect children from sexual abuse in England and Wales".
About the inquiry
The main focus of the inquiry in relation to Rochdale was a voluntary association hostel for working boys, called Cambridge House, which operated from 1961 to 1965, and a residential school called Knowl View that was open between 1969 and 1994. A public hearing into the investigation concluded on Friday 27 October 2017.
As IICSA is a statutory inquiry established under the Inquiries Act 2005, it has the power to compel organisations to provide any relevant documents they hold to the Inquiry. This means that the council has provided many thousands of pages of records dating back to the time. Some of these documents contain personal information about people who have used Rochdale's services, or who worked for or with the council in the past.
The inquiry was responsible for the documents given to it and ensuring that information was removed or anonymised. It had detailed guidance in place covering sensitive information and compliance with the Data Protection Act. The council identified information to be reviewed where this was possible, but the Inquiry took the final decision on this. Information could have been removed, anonymised or de-personalised as part of this process.
