Highway Maintenance Inspection Manual

​​​The main purpose of highway maintenance is to maintain the highway to work for the safe and convenient movement of people and goods.”

Under Section 41 of the Highways Act 1980 the council, as Highway Authority, has a duty to maintain its highways and for the purpose of Section 58 of the Act, which provides a special defence, un​dertakes cyclic highway safety inspections of all its adopted highways.

This Highway Inspection Manual has been developed to demonstrate how the Council is complying with the 2005 edition of “Well-maintained Highways Code of Practice for Highway Maintenance Management.” This code of practice has been overseen by the UK Roads Board and Roads Liaison Group and is supported by many other highway organisations.
