Premises Closure Order Policy

Premises Closure Orders are designed to tackle serious and persistent forms of antisocial behaviour. This includes excessive noise and rowdy behaviour related to frequent drunken parties, high numbers of people entering and leaving a property at all times of the day or night or to tackle commercial or residential premises associated with illegal activities. It can also be used where antisocial residents are intimidating and threatening their neighbours and criminal families are running illegal business from their properties.

Significantly, a premises closure order is tenure neutral so it can be used to close homes or premises that are privately owned.

The action to close a property should not be taken by 1 agency in isolation. Police and local authorities are required to consult each other before any decision is taken.

Powers should only be used as a last resort where other interventions have been used or considered and rejected for good reason.

Orders give the power to close a property completely or partially and to prevent access by any persons for a period of 3 months, with a possible extension to 6 months.
